Action 2.2

Actions for the digitisation of administrative processes and dissemination of PA digital services to citizens and businesses

The action relates to the actions of the Programme Agreement 2.2.1, 2.2.2, 2.2.3

Under action 2.2.1 the examples of activities to be carried out are:

  • Strengthening and deployment of innovative and interoperable services for the efficiency and transparency of the PA

The aim is to strengthen the regional e-government system, understood as a community of cooperating public entities - also in an associated form - in a logic based on reuse, common standards, shared and interoperable open source databases. In particular, action will be taken both on internal efficiency and on interoperable and interactive digital services for businesses and citizens. Actions will therefore be identified to complete the dematerialisation and simplification of administrative procedures and procedures and the deployment of services with high added value.

  • Enhancement of the regional datacentre system and deployment of regional cloud computing platforms

The aim is to strengthen and evolve the regional public data centre system and to increase the use of cloud computing platforms according to recent legislation on the subject. In particular, attention will be paid to the upgrade of the Public Connectivity System (PCS) in DPC.

In addition, the Apulian system will evolve towards a model equipped, where necessary, with marketing oils in particular areas such as health, knowledge systems management, justice and cultural heritage.

  • Interventions in the field of e-health and telemedicine

It is intended to evolve and complete the deployment of what has already been implemented in this area by both public entities and by entities belonging to the world of research and innovation. In particular, in the area of e-Health, action will be taken on the full interoperability of databases, on services to citizens with particular reference to online services, the health file and the medical record. In the field of telemedicine, also thanks to the ultra broadband infrastructure, it is intended to encourage the spread of models of cooperation between the different regional and interregional poles in order to significantly improve the standards offered to citizens.

  • Digital territorial justice

It is intended to further implement what has already been developed on the regional territory in the field of criminal justice with particular regard to the management of the file and the process of dematerialization in general. In particular, we intend to intervene in two areas: evolution of what has already been developed in the criminal sector in order to extend it to civil and tax, creating a direct advantage for citizens and businesses in terms of services received and speeding up time. Secondly, it is intended to intervene by “bringing" the judicial system closer to citizens and businesses through the development of points of delivery of judicial certificates at the local PA.

  • Tourism and Cultural Heritage

The aim is to act on two levels: the first in the direction of the development and implementation of new models of coordinated use and management of the tourist offer through the experimentation of the technologies of the Internet of Things (IOT) and of the virtualization of the cultural heritage. The second level is relative to the development and implementation of new models for the support of the use on-the-spot. It is intended to provide the tourist, whether he is a person with disabilities or a parent with children, with the conditions to live a full, inclusive, immersive and participatory experience of the tourist offer (Destination Management).

In the framework of action 2. 2. 2 of the Programme Agreement, some examples of activities to be carried out are the following: :

  • Smart cities and communities

It is intended to operate on an urban, metropolitan and territorial scale, for the dissemination of advanced digital content, applications and services - with a particular focus on those services that will be made usable thanks to the availability of ultra broadband in the territory - concerning the areas of reference of the smart cities and communities and sustainable development. Particular attention will be paid to the transnational dimension, to the participatory governance and the development of solutions in an open source environment.

  • Enhancement of services, content and application for sustainable supra-territorial development

The aim is to promote interventions characterised by the need for strong supra-territorial coordination in areas of direct interest for quality of life and environmental sustainability and sustainable development. Particular attention will be paid to the transnational dimension, to the governance and the accomplishment of solutions in an open source environment.

  • Evolution and strengthening of the regional information system (in line with the action by Programme Agreement 2.2.3)

The intention is to act on two areas of the regional information system: one referring to support databases of a transversal nature, the other referring to thematic data bank. Specifically, in the first case the aim is to work on the creation, strengthening and interoperability of data systems essential for the monitoring, planning, control and growth of the territory (for example: Gis, Subsoil Cadastre, State Property, Open data, business intelligence, regional public heritage, etc. ). In the second case, always ensuring their interoperability, the aim is to enhance and rationalise, also with a view to the economic growth of the territories, the system of information and knowledge available (for example: cultures, heritage, agri-food products, etc.).

The types of beneficiaries are: Apulia Region, Public Administrations.
