Action 6.2
Interventions for the reclamation of polluted areas
Examples of activities that are intended to be carried out are the following:
Remediation of polluted areas according to the priorities of the Regional Remediation Plan (action by Programme Agreement 6.2.1) and construction of infrastructure for the establishment of businesses to be linked to development and employment projects, through:
- Reclamation and/or Rehabilitation of brownfield sites
The issue of disused polluted or potentially polluted areas was strongly and problematic in the debate on the transformations of urban and peri-urban areas, going to feed the broader theme of economic and environmental regeneration of the territory.
The actions and interventions of reclamation, recovery and reuse of the sites to be promoted, included and integrated in a wider process of socio-economic and environmental development and regeneration that concerns the entire regional context, are aimed at improving and reclaiming the physical environment, through operations of decontamination, redevelopment and re-naturalization. They also privilege and encourage the use of new specific technologies of intervention, both to create in the equipped sites nature parks and to start in them production, agricultural, industrial, craft and tertiary activities.
At the same time, the actions may induce an attraction of investment in the regional territory, triggering a process of change of the base local economy, encouraging the location of small and medium-sized enterprises and encouraging as well those operating in the field of new technologies.
- Safeguarding of sites affected by potential pollution risks
Many sites spread throughout the region have, for the current activities and or previous activities carried out in them, characteristics that configure them as sites in the degree to which it represents a possible and real source of contamination. On these sites it is necessary, in order to reduce the potential and risk to human health and for the environment, with particular attention to the groundwater resource, to implement measures of prevention, containment and safety such as to cancel out the many and likely risks associated with a failure or mismanagement of these contaminating sources.
- Environmental monitoring related to characterization, remediation and/or permanent safety activities
Construction of plants for the disposal of asbestos (action by Programme Agreement 6.2.2)
Examples of activities concern:
- information and awareness-raising actions on the risks related to exposure to manufactured articles containing asbestos;
- incentive actions to support the correct removal and disposal of waste containing asbestos;
- creation of disposal facilities also in public-private co-financing.
The types of beneficiaries are: Public Administrations and Public Bodies for interventions on public areas and for interventions to the detriment of private areas, carried out in the event that the person responsible does not or cannot be identified and does not provide any other interested party, research institutions and universities for the development of innovative and environmentally sustainable technologies for the inerting of asbestos.
