Action 7.2
Strengthen the secondary and tertiary nodes of the “whole areas" and of those areas where agricultural and agro-industrial production districts are localized with the main road and rail axes of the TEN-T network
(Action by Programme Agreement 7.4.1 - Strengthening the connections of the agricultural and agri-food centres to the network).
Examples of planned activities include:
- the improvement of access conditions, giving priority, where possible, to the supply of regional railway service stations (RSSs) in accordance with the Regional Transport Plan. Starting, therefore, from an analysis of congruence with the structures of the local roads, the actions will be aimed at securing the road axes concerned in terms of increasing reliability and safety levels for all users: pedestrians, cyclists and motorised users. Due to the low population density, innovative systems of collective transport (collective taxi, mini-call bus, etc.). In addition to the main train stations, these investment opportunities should promote the physical and functional continuity of access routes to other poles of regional interest, airports and ports, including through the creation of interchange car parks at public transport stops on road and/or rail, strategic for access to major urban, cultural, tourist and naturalistic attractions. Interventions on the road sections, on the “black spots" of the network and intelligent signage capable of governing the priority levels of traffic flows and improving road safety are provided. The strategy to focus on the functional completion of multimodal corridors in the inter-municipal and inter-provincial context fully adheres to the Community urban and metropolitan development policies geared to reducing specific land use for means of transport emissions from the transport sector;
- the strengthening of the lines of penetration from the internal areas to the main urban and non-urban attractors, in order to improve their capacity, also with the construction of wool buses dedicated to transport systems with adequate capacity and frequency to promote the modal imbalance towards the collective transport. The redevelopment of the road axes, with the redesign of the road sections and/or intersections, will be aimed not only at making motorized traffic to intermodal nodes easier and safer, but also at raising the quality of public spaces dedicated to mobility with careful environmental integration.
- the enhancement of adequate levels of mobility, including sustainable mobility, in internal areas in relation to the morphological characteristics of the territory and the provision of existing equipment to be upgraded. The connection routes between the widespread settlements of the internal areas will be mainly designed by investing in multimodal corridors, appropriately identified, redeveloping the existing routes giving them the essential requirements to trigger the positive conversion to places with a specific destination.
