Financing of public investment plans and specific aid to support investments by non-profit and non-profit private social and private organisations (as better specified in the section "types of beneficiaries"), to build new infrastructure and upgrade existing infrastructure for the elderly and people with limited autonomy (action by Programme Agreement 9.3.5)
The line of action already activated in the previous programming cycle (2007-2013) finds continuity in this area, in order to support public investments and activate the propensity to invest of private social non-profit and private non-profit organisations for the creation of new structures and services consistent with the need, on the regional territory, for a greater supply of services of social and health value for the non-self-sufficient elderly, people with severe disabilities and people with psychosocial problems.
This action is undertaken in order to support the investment for the social infrastructure of the regional territory, with specific reference to the areas of greatest deficiency and to the targets already identified for Priority 9 a), with specific reference to the areas of greatest deficiency and to the targets already identified for Priority 9 a), to support public investments and to activate the propensity to invest of private social non-profit and private non-profit organisations for the creation of new structures and services consistent with the need, on the regional territory, for greater supply of services of social and health value for the elderly, who are not self-sufficient, people with serious disabilities and people with psychosocial problems, in order to support the investment for the social infrastructure of the regional territory.
In particular, regional aid as provided for by current legislation will be considered eligible for the following types of measure, all aimed at privately owned facilities and services of social and health value for dependent persons, which have been governed by the minimum standards laid down in Regulation (EC) No 4/2007, as amended and supplemented, for authorisation to operate and entry into the supply system accredited by public bodies and managed by private non-profit-making bodies. Examples of activities to be carried out are:
- new construction and extension of low and medium-intensity residential care facilities for dependent, elderly and disabled adults, including structural adjustment to the minimum standards of national and regional legislation in force for facilities and services not in possession of final authorization to operate and for the improvement of the quality of services offered;
- new construction and extension of semi-residential day-cycle social-educational and rehabilitative facilities for the elderly with dementia and for people with severe disabilities, including interventions for the structural adjustment to the minimum standards of the national and regional legislation in force of facilities and services not in possession of final authorization to operate and for the qualitative improvement of the services offered.
It should be noted that all the services in question are aimed at disadvantaged people as identified by the targets of Investment Priority 9 a) and are provided by offer units also managed privately but within the framework of a public system of recognition of services and participation in the operating cost, which is commensurate with the cost of producing the same services on the basis of structural, organisational and functional standards imposed by the relevant regional regulations.
Type of beneficiaries: Individual and associated municipalities; ASP - Aziende pubbliche di Servizi alla Persona; Public companies in the SSR; Private social non-profit and private non-profit organizations, with business organization and registered in the regional registers for individuals authorized to provide social and health care services according to the national and regional legislation of reference.
