Action 8.3
Measures for the long-term unemployed
Within the framework of RA 8.5, and of the above mentioned Line 8.3, the following actions have been indicatively selected, among those indicated in the Partnership Agreement.
- 8. 5. 1 Active policy measures, with a particular focus on the sectors with the greatest growth potential (e.g. in the area of: green economy, blue economy, services to the person, social and health services, enhancement of cultural heritage, ICT);
- 8. 5. 2 Incentives for recruitment and other active policy interventions for labour market integration on situations of national relevance in connection with the regions concerned;
Action: 8. 5. 3 Pathways to support business creation and self-employment including business transfer (generational change)
- 8. 5. 5 Qualification and re-qualification measures for the long-term unemployed based on analyses of educational and professional needs included in systematic surveys and/or linked to express requests of businesses.
Examples of activities to be carried out will concern integrated operations aimed at supporting self-employment and business creation processes dedicated to the long-term unemployed people. As already outlined, self-employment and the creation of new business activities, especially whether supported by appropriate training paths and oriented towards sustainable sectors and with market prospects, can represent employment opportunities, able to overcome labour market rigidities for people at high risk of exclusion from production processes, as well as contributing to recovery of the economy.
As described also for other investment priorities, support for business creation and self-employment is a tool addressed to all sections of the population: from young people to women, from immigrants to the long-term unemployed or adult workers who benefit from social safety nets.
In the specific case of the long-term unemployed, the Region intends to support the provision of training courses aimed at upgrading the skills of the recipients, in view of the proposed business projects. At the same time, it is planned to promote facilities for access to credit, based on experience gained with actions already implemented, such as Microcredit and accompaniment and mentoring in the early stages of start -up. Mixed forms of support may also be used - non-repayable grants and repayable grants (loans), including through the establishment of ad hoc financial instruments. As regards sustainable development, and in particular for the green economy and blue economy sectors, in synergy with the interventions carried out in the ERDF (Axis IV “Sustainable energy and quality of life” and Axis VI “Protection of the environment and promotion of natural and cultural resources"), the Region intends to facilitate the creation of new companies engaged in activities related to renewable energy sources, sustainable mobility (e.g. The following are some of the main aspects of the project: (e. g. car sharing or bike sharing), eco-architecture, sustainable agriculture, management of the Natura 2000 network, with particular reference to green tourism, creation of quality products, monitoring of biodiversity, etc…
Indicative type of beneficiaries: Region, Enterprises, Training Bodies, Patronage, Bilateral Bodies, Local Authorities, Public Bodies and Private Bodies.
