Action 9.10

Renovation of social and socio-educational services and infrastructures

All the actions refer to the strengthening of the offer of services and facilities of social, socio-educational and socio-sanitary value, to ensure coverage of the entire regional territory and therefore full accessibility to services by the target population, in order to ensure services for the quality of life, social inclusion, integrated social and health protocols of taking charge, reconciliation of living and working times for the families of reference.

Examples of activities that are intended to be carried out are the following:

  • Financing of investment plans of associated municipalities to build new infrastructure and upgrade existing infrastructure for children and young people (action by Programme Agreement 9.3.1)

In line with the needs expressed in the ordinary social planning of the associated municipalities in territorial areas under Article 5 of the Regional law No. 19/2006, and in implementation of the service objectives set within the framework of national and regional planning, with specific reference to the most recent Regional Plan Social Policies 2013-2015 approved by G. R. Del. n. 1534/2013, the municipalities develop investment plans for the construction or expansion of new facilities and new services of socio-educational value for early childhood, childhood and adolescence. In particular, the following types of intervention will be considered admissible, in continuity with the strategy of strengthening the offer of territorial services, all aimed at structures and services of public ownership and of social, socio-educational and social-assistance value, which have been regulated in the minimum standards in R. R. Regulation no. 4/2007 and subsequent amendments and integrations:

  • new construction and expansion of crèches, spring sections, company crèches and play centres for early childhood, play centres for children, including through the recovery and re-functionalisation of already available and unused buildings, which in any case are integrated within the inhabited centre and fully accessible with respect to the potential users of reference;
  • structural adjustment of structures and services to the minimum standards laid down in national and regional legislation in force for the early childhood and childhood not in possession of a final authorization to operate and for the improvement of the quality of services offered;
  • interventions for the new construction or for the extension or for the structural adjustment to the minimum standards as per the regulations of semi-residential day-cycle structures and services and of structures and services for continuous residential reception (h24) of children at risk of social exclusion, removed from their families of origin, or with needs for targeted socio-educational support;
  • interventions for the construction of new residential structures and new services for people in conditions of severe social fragility, such as for example for the support of family responsibilities, for the reception of people who have been victims of abuse, mistreatment and violence, for lone parents with minor children in conditions of severe economic fragility, care facilities for young people and adults in serious conditions of high vulnerability.
  • Financing with regional aid, as provided for by the rules in force, to support investment by private non-profit organisation with a social purpose and private non-profit organisation, to build new infrastructures and upgrade existing ones, for children and minors (action by Programme Agreement 9. 3. 2)

With this action, it is planned to give continuity to the line of action already activated in the 2007-2013 programming cycle, to support and activate the propensity to invest of private non-profit with a social purpose and private non-profit organizations for the creation of new structures and services consistent with the need on the regional territory for greater supply of services of social and socio-educational value for children, adolescence and for family responsibilities and adults in conditions of serious social vulnerability, in order to support the investment for the social infrastructure of the regional territory, with specific reference to the areas of greatest shortage and the targets already identified for Priority 9 a).

In particular, regional aid as provided for by current legislation will be considered eligible for the following types of measure, all aimed at privately owned non-profit structures and services with a social, socio-educational and welfare value and governed by the following rules minimum standards in Reg. R. No. 4/2007 and subsequent amendments and integrations for operating authorisation and entry into the system of offers accredited by the public and privately managed entities:

  • new construction and expansion of crèches, spring sections, company crèches and play centres for early childhood, play centres for children and adults children, including through the recovery and re-functionalisation of already available and unused buildings, which in any case are integrated within the inhabited centre and fully accessible with respect to the potential users of reference;
  • structural adjustment of structures and services to the minimum standards laid down in national and regional legislation in force for the early childhood and childhood not in possession of a final authorization to operate and for the improvement of the quality of services offered;
  • interventions for the new construction or for the extension or for the structural adjustment to the minimum standards as per the regulations of semi-residential day-cycle structures and services (h 12) and of structures and services for continuous residential reception (h24) of minors at risk of social exclusion, who are removed from their families of origin, i.e. with needs for a socio-educational targeted support;
  • interventions for the construction of new residential structures and new services for the support of family responsibilities, for the reception of people who have been victims of abuse, mistreatment and violence, for single parents with minor children in conditions of severe economic fragility, reception facilities for young people and adults in severely vulnerable circumstances.

The location of the measures to be supported by the planned regional aid will be confined to the areas of the regional territory, which are already beneficiaries of ESF interventions and, among them, to areas where the regional survey of the infrastructural endowments will have shown the greatest shortcomings, and Deficiency in services.

Types of beneficiaries: Individual and associated municipalities; ASP - Aziende pubbliche di Servizi alla Persona in the SSR; Private social non-profit and private non-profit organizations, with business organization and registered in the regional registers for individuals authorized to provide social and health care benefits according to the national and regional legislation of reference.
